Patch Title: DON'T PANIC!

Short Description:  (one line)
This is supposed to be the 'Don't Panic!' button - when pressed
will perform random operations, usually to your benefit, but not
always.

Long Description:   (short paragraph)
It was going to also be a 'random bugger button' that could only
be in the possession of one player at a time, up until pressed,
at which time a random act would be performed against an opponent,
and then would be up for grabs by anyone.

Documentation:      (how does it work, special features, instructions, etc.)
To get it, type '%NCL%'.

Known Bugs: none? but not finished
the binary in this didn't link right, and doesn't perform the callback
as currently in the code...
